Does the project have to be off-line then imported back into Project Server in order to renumber the WBS? Thanks, If the code defination is missing, add it back in. Then go to Project –> WBS –> Renumber and select to renumber the project or a selected group of tasks.

If you need external tasks as part of your own WBS, then you'll need to manually define it, but it is not true to the nature of the WBS! -- Regards, Ben.
